  • Abstract in English : A study of evolution of Bluegrass-Aspendale Public Housing project as an example of the physical manifestation of changing demographic socioeconomic and governmental pressures. The study reviews the impact of governmental housing policies, recent public housing budget reductions, progressive economic stagnation, racial segregation and desegregation and escalating issues on the site development of Bluegrass-Aspendaleand the resultant quality of life for its residents. The recent renovation of Bluegrass-Aspendale demonstrates the limitations of physical design in solving long term societal problems, while at the same time exemplifying how the creation of successful pubic housing requires attention to the resident in a holistic sense and not just to the ‘sticks and the bricks, or physical realm of the project. It requires the creation of community in the fullest sense where the community at large and its local institutions are full time players in meeting the challenges of a society in transition.
