  • Approaches To Analysing The Landscape : The main objective was the improvement of the quality, aimed at rehabilitation and enhancement of public green spaces in line with sustainable development, the project being part of Bucharest's development strategy by emphasizing capitals identity in line with its aspiration to become a European metropolis. In this respect, it is created the need for the establishment and implementation of measures, aimed at improving the quality of urban spaces and increasing "urban prestige" as a major source of attracting investment and therefore growth of the city.The study was realised to define a coherent way of organising urban planning and landscape in Herastrau Park and a set of interventions to create a space-volume framework, environmental and visually corresponding to its natural heritage importance, area's tendency to progress and its importance at a city scale.

  • Implementation Issues : The study established the intervention priorities and urban regulations, addressing the following sections/issues:- natural environment of the area;- establishment of activities compatible with the park status and their distribution in a balanced way, in relation with the dominant function;- establishment of technical and urban conditions of land occupation, conditions that can assure the protection of the determining function;- infrastructure (auto and pedestrian) suitable to the necessity of the area;- public utilities including highlighting the current state in conjunction with the technical infrastructure of the city, the types of networks (water, sewer, heat, electricity, telecomunications) and solutions to improve the situation according to the development proposal promoted by the regulation;- environmental problems arising from the site analysis report on the natural environment/built fund heritage values which require protection, natural and anthropic risk factors, area relations with neighbouring ecosystems, general questions about the implications of neglecting a urban function with effect on the health of population;- quality of vegetation, including a presentation of the types of vegetation, diversity of used species, landscape compositions, surface area, their current state and the relationship between land configuration, soil characteristics, the effects induced by proximity urban functions and proposals for the imprivement of the situation;- urban furniture (existing, proposed) - quantity and quality analysis;- population options highlighted by opinion surveys, analysed in parallel with the views of local authorities.
  • Methods of Landscape Assessment : The objective was to create an integrated regulation (restrictions and categories of interventionas encouraged by local authorities to support public interest) to guide urban development of the area and a training process for investments compatible with the dominant function of the park. It was established a coherent organisation (in terms of architecture, landscape and urban planning) of the area indicating also the required categories of intervention; it was aimed to set a configuration of a space-volume framework, environmental and visually corresponding to its natural heritage importance and its role in shaping a brand image of Bucharest, as a European class metropolis; an important sub objective was the protection, rehabilitation and development of the natural heritage represented by green spaces in connection with land ecosystems as well as balanced and efficient distribution of the activities in the area, according to the determined urban function, the inclination of the area and its insertion in the spatial-function context of the city. Also the interventions tried to contribute to the improvement of civic behaviour and responsible attitude towards urban green spaces of the city.
  • Problem Description : The study area is part of important existing green spaces, situated along the chain of north lakes with a special role in maintaining the micro-climate and people health, featuring an important presence in the context of the city. The necessary objectives addressed in the Zonal Urban Plan derive from the unique character of Herastrau Park, which is one of the largest areas of Bucharest which concentrates important facilities for rest, recreation, sport, entertainment, culture, green spaces and pedestrian walkways, providing an attractive image, intense attended not only by local people but by visitors and tourists too.
