  • Abstract in English : This article draws on the results of an investigation into workings of the development control system in Britain. The Sheffield project studied newly completed housing and industrial areas to see if a link could be established between the manner in which the development control system had processed a planning application and the quality of the end product, with particular reference to the external environment. This article describes the way in which the team approached the problem of considering environmental quality and outlines the finding of two separate assessments of the same housing areas. This study has shown that there are problems when the development control deals with design issues. These result, at least partly, from staff untrained in design having to male design decisions. The study has shown the importance of negotiations between the developer and the planners as a means of improving design. Good design of housing areas requires that the external and internal environments be considered at the same time; and that the elements that make up the external environment are seen as part of an overall design and not as decoration.
