- Abstract in English : Within the context of spatial policy and from a public point of view, spatial fragmentation is often perceived as negative, at least in the Netherlands. Generally, fragmentation is considered to have negative impacts on spatial functions. Urban sprawl is rejected due to its negative effects on functions such as agriculture and nature preservation as well as on open space, considered an important common good. However, from a private point of view, fragmentation is not necessarily viewed as something to be prevented to all cost. This paper is dealing with Dutch policy concerning fragmentation and makes the argument for the reconsideration of the idea of fragmentation.
