This study looks at the three groups that influence residential sprawl in rural areas on the urban fringe: planners, homebuilders and local citizens. The specific objectives of this study are: 1) To understand rural character from the multiple perspectives of residents, planner, and homebuilders at the rural-urban fringe. 2) To explore differences and commonalties between local residential, planners, and home builders’ attitudes toward alternative forms of residential development and its impacts on the rural character of the towns in which they live or work. 3) To develop recommendations for accommodating new residential development in a manner that is consistent with local resident’s perceptions of rural character.
