- Abstract in English : Privatisation has become a popular mode of supply for much previously public service in the last decade for a number of socio-political and fiscal reasons. This paper examines the private production of open space a form of privatisation of public amenity. Urban plazas are on paper open for use by the public. However, this study will show that urban plazas are not equally accessible and cannot be used by all population segments in the same manner and with the same freedom as traditional open space. Open space might be seen as providing freedom to enter and move through lack of restriction and obstruction- whether physical or through rules of ownership or occupancy, not being too determined, being responsive and not over designed and allowing people to act freely in it. In this paper, the author will present evidence that the new downtown open spaces are not truly public settings if measured according to the previous definitions. Private interests are not always beneficial to the public.
